With the termination of the Agreement on Textile and Clothes (ATC), trade in textile and clothing enters into an era of free trade. It is both an opportunity and a challenge for every fabric country. Since the abolition of quotas for textile and clothing, the exporting countries will have more trade opportunities, but the environment of international competition will become even fiercer. The form of international competition has changed from competing for quota products into comprehensive strength in the international market competition. China's textile and garment export have been to rely on lower labor costs and the comparative advantage, but which makes China's exports suffered more trade friction, barriers and anti-dumping investigations. The long term, the existing model of China's textile and garment industry is not conducive to our country's export and the international competitiveness.This article is divided into four chapters to analyze China's textile and garment export competitiveness after the elimination of quotas:Chapter I , put forward the objective of the study, significance and research methodologies.Chapter II, analyze the international and domestic situation after the abolition of textile and clothing quotas ,including the new trade barriers, the appreciation of RMB, rising prices of raw material, the financial crisis, and the impaction on the international competitiveness of China's textile and clothing.Chapter III is divided into two parts, the first part of analysis is based on Professor Porter's "diamond model". The second part of this chapter use some indicators to quantitative analysis, international market share, the main export market, trade competitiveness index, the export product quality index, revealed comparative advantage and export prices. So the textile and clothing of our country has a comparative advantage, but the lack of core competitiveness and competitive advantage.Chapter IV, put forward some proposals based on the above analysis, the government, industry associations and enterprises should make effort to change the comparative advantages into competitive advantages. The Government should play a guiding role, negotiate with other countries in international trade, in order to create a better trade environment; Industry Association should play as a bond between the government and enterprises; enterprises should speed up industrial restructuring and upgrading, create their own brands, and develop special industries and more export market.
