At present, resource is one of the most important pillars, which continuously supports the global economy’s rapid development. However, overland resources are running out in some regions. Comparing to the scale of land, ocean is much more larger. As a result, various countries start to focus on the exploitation of ocean. Ocean resources will be essential territorial resources in near future. The most countries of the South China Sea rim are developing countries which deficient overland resources. Therefore, those countries are facing two crucial issues in exploiting ocean resources. One is how to develop a scientific and reasonable development strategy to promote the competitiveness of ocean industry. The other one is how to reinforce the cooperation among those countries under the trend of globalization and the sovereignty dispute of the South China Sea.At first, this dissertation introduces the current situation of main ocean industries’ development in the countries and areas of the South China Sea rim. Then, from a view of resources, it establishes an indicator system of ocean industries’ competitiveness and compares the competitiveness of those countries and areas by Gray Relational Analysis Method. At last, it gives several practicable suggestions to improve current development of ocean industries in our country.A conclusion is derived from the analysis in the dissertation. In the countries and areas of the South China Sea rim, in term of the capacity of ocean resources, China’s ocean industries resources are at a leading position. However, except for Guangdong province, the other two provinces’ overall competiveness of ocean industries is relatively inferior. The lack of advances technologies and government investments, environmental pollution and sovereignty dispute mainly contribute to the fact. In the end, the dissertation gives out corresponding suggestions by leaning from successful experiences.
