Food safety is the basis of social development and stable economic growth which concerns globally. After accomplishing autarkic food supply. China diverts its emphasis from quantity to safety. Whereas food safety is a complex systematic work and food chain covers "from farm to fork", food safety surveillance creates conflicts with current administration of divided responsibilities in different departments. Therefore how to establish an effective food safety surveillance system for local food industries becomes a priority for local quality and technical supervision administrations.Guided by the concept of "governance", the coalition, participation and cooperation between administrative system and social system is proposed. Emphasis is put on the theoretical basis of establishing food safety surveillance by enhancing effective participation of social organizations and individuals along with optimized management of resources within and outside of administrative system of local quality and technical supervision administrations.In real management practice, SWOT tool is employed to analyze the interior strengths and weaknesses as well as exterior opportunities and threats of the quality and technical supervision administrations. Strategies, action plans and management goals are proposed for food safety surveillance system for local food industries. By studying food safety surveillance experiences of European Union, United States and Mexico and learning from their common successful experiences with basic management concepts, following measures should be taken to a comparatively complete local food safety surveillance system: network building as the basis; defining surveillance overlapping; food manufacturer census and product quality survey; deployment of joint actions between different departments and interaction between non-governmental organizations; collection and analysis of public food safety information; application of information technology. The surveillance system has achieved expected function in two-year operation.
