Food safety is a worldwide public health problem. The paper discusses the surveillance problems in food safety management. Based on defining the characteristic of food safety and analyzing the unsafe elements of food producing and circulating, the paper proposes the concept of food security surveillance and starts a comprehensive analysis of the importance of food safety control.The paper proposes that the food safety surveillance system should follow a number of principles, including constitutionality, respecting Lives, integrating, levels, opening, risk analyzing and being transparent.The paper investigates the strengthening of food safety surveillance system. Using the system theories and methods, referencing the useful controls on food safety practices by WHO, FAO and some developed countries, through online survey of consumers, this paper investigates the effects of food safety management and analyzes the problems about the food safety management.The paper investigates the food safety surveillance system about the system composition, surveillance strategy and the surveillance subject, analyzes the Laws and regulations, control management, inspection services and laboratory services in improving the effectiveness of food safety control, analyzes the unity, authority, profession and technology of food safety surveillance subject and proposes some measures in improving the food safety management.
