With the economic development and social progress as well as the globalization of economy and trade, the pattern of food production, marketing and consumption has gradually changed, and the food safety surveillance is facing new situations and challenges. Under the new circumstances, many countries have initiated adjustment and improvement to the food safety surveillance system. Abiding by the international situation and the need of national affairs, Chinese government has adopted positive policies to improve the capability of food security surveillance.Taking segment control as its main body, assisted with the food species surveillance, this pattern of food security control was established in China in the year of 2003, and opened a new chapter of multi-department surveillance in food safety control since then. After the reform, the general situation has been improved to some extent. However, under the new challenges, the weakness of the current system has been disclosed. In recent years, the food safety affairs happened from time to time, which have not only greatly reduced the public confidence to food security surveillance departments, but also influenced the trade business to foreign countries. The problems lie in multi-link and multi-department surveillance, vague positioning of department responsibility, and co-existence of duty crossing and vacancy. Thus the phenomenon of different original policies and regulations and repeat law enforcement occurred frequently, and resources were hugely wasted, which has lead to the reduction of surveillance efficiency and the failure of government executive duty. Objection: The research puts the food safety surveillance system as its core, reveal the individual characteristics of food safety surveillance system in the USA, UK, Canada, Denmark, Japan and so on. Furthermore, the paper compares China's food safety surveillance system horizontally and longitudinally, discusses the deep-seated problems existing in the current system and finally raises suggestions to the reform in the food safety surveillance system in China. In order to achieve more efficient surveillance of food safety, better protection of public food safety.Materials and Methods:1. MaterialsMainly includes: the related laws, regulations and literature, the key proposals of NPC and CPPCC in 2007, and the data and files issued by SFDA.2. Methodsliterature study, logic analysis, comparison and contrast.Result: The research shows that though the food safety surveillance system has achieved some accomplishments, problems still exist: the vague regions between segment surveillance links, unclear duty marginal between different departments, the coexistence of overlapping and vacancy in law enforcement, huge executive resources waste caused by the dispersal administrative authorities, the surveillance cost remaining high, and the food safety control work facing the risk of marginalization in the background of co-management.Conclusion: On the foundation of the current situation analysis, the research proposes some suggestions to the reform in China's food safety surveillance system and analyses the benefit and cost of each scheme: Scheme One, to build a unified organization, which would enjoy a good result while exists some difficulty; Scheme Two, to reduce the surveillance links, strengthen the overall control and build a Food Safety Committee in charge of general coordination, which fits our current national affairs but still remains the vague responsibility between functional departments; Scheme Three, to separate the evaluation and management, and reinforce the overall coordination, which is more feasible as it brings small shocks to the current system, but still needs to improve the general coordination.
