Financial industry has been open to the outside world and the traditional profit from price difference between debit and credit has been cut short. All of these pressurize our banking into develop intermediate business to increase competitiveness and make more profit. The development of intermediate business has become the important symbol of the level of commercial banks'development. Our commercial banks have gradually realized the necessity of developing intermediate business in recent years against this background. Now more and more banks have been beginning attaching importance to intermediate businesses and the intermediate businesses have been developing fast. However, there is less time for developing our commercial banks'intermediate businesses. So there has been a big gap between foreign banks and our commercial banks for either the development or the risk management of intermediate business.The intermediate businesses of our commercial banks have been traditional security and agency for a long time. And these traditional businesses almost have no risk. So we easily made mistake: All intermediate businesses have low risk. This paper tries to begin with the tendency of the intermediate businesses. And it draws lessons from western banks as well as Basel at the aspect of risk management. Then we analyze the problems of our commercial banks in the risk management. At last, we try to set up the internal control system of intermediate business'risk and discuss how to improve commercial banks'external regulation system.
