Study On The Approach And Pattern Of Anyang Rural Poverty Alleviation And Development

The Communist Party of China and Nation always pay attention to assisting the impoverished community,which is the essence requirement of the socialist system and the constituent of the Communist Party of China's objective.Hu Jin-tao,the General Secretary of the CPC Central Committee,pointed out that poverty alleviation and development is a historic task in constructing the socialism system with Chinese characteristics and an important part of constructing socialism harmonious society.According to the practice of Anyang rural poverty alleviation and development,the Chinese Rural Poverty Alleviation and Development Summary(2001-2010),the policy and the strategy of our country,Henan province and Anyang city,and the common matter about the method and effect in Chinese rural poverty alleviation and development practice,the way and the pattern of Anyang rural poverty alleviation and development was studied by the use of different research methods such as the literature synthesis reference research,on-the-spot investigation,model induction,and contrastive analysis in this article.The results are described as follows:1.It was realized that there are still several problems in Anyang rural poverty alleviation and development work.Firsty Anyang financial inputs is obviously shortage,secondly the non-financial function participation is insufficient,thirdly the quality appraisal mechanism is not perfect,fourthly the development of the industrial production main item is slow,fifthly the mechanism of surveillance and responsibility investigation is flaw,sixthly the development progresses lag behind the poverty relief need.2.Six models from Anyang rural poverty alleviation and development were summed up. "1+N" Entire Village Promotion Model.This model uses the funds in the entire village advancement and the other funds which can be invested to rural areas to improves the rural poverty."Training+ Removal" Model.With the support of "rain and dew plan" and depending on the resources such as technical school,the model may organize the poor farmer taking part in practical technology training,then organize the poor farmer with techniqe going out for working to increase their income by the intermediary channel."N+N+..." Technology Model.This model uses the technology project from the State and the local finance and demonstrates the new varieties and new technology of agricuture,forestry and herd to some farmers,then turns the achievement to the other farmers."Base + Farm Family" Removal Model.The poor household who lives in the mountain and the bad condition area are moved to a new place,necessary base are established for them to increase their income. "1+1＞2" Model.With the support of 'Small loans to support agriculture" policy,we can provide the loan and the interest deducted by the loan for the impoverished peasant household's production to expand their economic activity initiative."A+B" Model.In this model,all levels of department play a role.They live in the village to help the villager develop and resolve outstanding problems.Six models use the different organization methods,funds and resources to carry out the poverty alleviation policies to the poverty relief object.These models achieve the goal of poverty alleviation and show the better effects from construction and economic,social,political and the poverty alleviation demonstration.3.Three main ways about Anyang rural poverty alleviation and development were compiled.First,government should make the rural production and living environmen better and pour into the financial funds constructing rural infrastructural facilities such as roads,the well,the school,the relocation and so on.Second,their own ability to get out of poverty are improved by comprehensive exploiting the manpower and the family produce capacity.Third, the characteristic industry should be cultivated,supported,and upgraded,which provid the platform and support for the farmers to expand production and adjust the industrial structure.On the basis of these researches,three main conclusions were summarized in the paper. Some discussion mentality about rural poverty alleviation and development were proposed.It hope that the results would have certain significance to Anyang and the wider areas.
