Research On Rural Poverty Reduction In Jilin Province

In China, the impoverished people mainly concentrate in the rural areas and therural poverty problem is the main problem in the social economic development ofChina and also the major problem that relates to the all-around construction ofwell-off society and socialist society in China.Jilin Province is an agricultural province, fiscal poor province and province withlarge impoverished people. In2000-2012, the impoverished people below the nationalpoverty standard have increased progressively; however, affected by the historical,natural and social factors, the impoverished people in the rural areas of Jilin Provinceexist in the form of traditional progressive poverty and modern radical poverty, whichare hardly eliminated in a longer period.At present, the poverty alleviation in JilinProvince faces many problems, which hinder the smoothness of the povertyalleviation and development in Jilin Province from different dimensions and levels,such problems are rooted in the deficiency of poverty alleviation strategy design.Therefore, the proposed research on the rural poverty alleviation and developmentproblems in Jilin Province is of important significance in stably promoting thepoverty alleviation work in Jilin Province, creating the conditions of well-off society,promoting the realization of social welfare and economic development equalization inJilin Province and improving the happiness index of vulnerable groups.This paper has three parts. Part I is the basis for theoretical research, whichmainly studies the concept definition, elaborates the research objective and scope, andputs forward the supporting theoretical basis, thus laying a theoretical foundation forthe research in this paper; Part II is the empirical research, which mainly studies thestatus quo of poverty alleviation and development in Jilin Province, arises theproblems in the poverty alleviation and development, and analyzes the cause of suchproblems, thus laying an empirical foundation for the research in this paper; Part III isthe normative research, which mainly studies the strategy design of povertyalleviation and development, and proposes the countermeasures of promoting therural poverty alleviation and development in Jilin Province. The specific layout is asfollows. Chapter I is the foreword, which mainly elaborates the topic basis for ruralpoverty alleviation and development problems in Jilin Province, summarizes theliterature research of poverty alleviation problems, introduces the research methodand technical route, and gives the innovation point in this paper; Chapter II is theconcept definition and theoretical basis, which mainly defines the core concepts, anddefines the theoretical basis for the research in this paper from5theoreticalperspectives; Chapter III is the status quo of poverty alleviation and development injilin province, which mainly introduces the distribution of impoverished people,income of impoverished people, poverty alleviation and development investment andstatus quo of policy implementation in Jilin Province, and describes the currentsituation of poverty alleviation and development in Jilin Province; Chapter IV is theanalysis of problems in poverty alleviation and development in Jilin Province andtheir causes, which combs four major problems in the rural poverty alleviation anddevelopment in Jilin Province, and analyzes the problems and their causes from threeperspectives; Chapter V is the experience reference to main countries and advancedregions at home and abroad, which mainly summarizes the experience of new villagemovement in Europe, America and Korea as well as Malaysia, Brazil, Heilongjiangand Xinjiang Uygur Autonomous Region; Chapter VI is the strategy design of ruralpoverty alleviation and development in Jilin Province, which conducts specificcontent design from the organizational system, operation mechanism, external andsupervision management based on the proposal of guiding ideology and principle;Chapter VII is the countermeasures of promoting the rural poverty alleviation anddevelopment in Jilin Province, which gives countermeasures and suggestions fromfour perspectives; Chapter VIII is the conclusion, which summarizes the opinions andclaims in the paper.The research method used in this paper includes: first, combine the dynamichistory analysis with the static cross-section data analysis. The former is used to combthe rural poverty alleviation and development status in Jilin Province in2000-2012and clarify the development trend of rural poverty alleviation and development statusin Jilin Province in summarizing the experiences and lessons; the latter is used toanalyze the representative cross-section data to find the problems in rural povertyalleviation and development status, thus laying a foundation for the strategy design ofrural poverty alleviation and development status in Jilin Province.Second, combine the normative analysis with the empirical analysis. The former is used to analyze the gas among due method, current mode and ideal mode of ruralpoverty alleviation and development status in Jilin Province and put forward theproblem-solving measures from the perspective of strategy design; the latter is used tofind the problems in the current situation of rural poverty and the rural povertyalleviation and development status in Jilin Province.Third, combine the literature data collection with the field research. Theliterature data of similar researches at home and abroad is widely collected throughnetwork, professional books and academic periodicals, so as to comprehensivelygrasp the research status at home and abroad, leading edge, research method andinformation and data required by the research; the questionnaire survey, directinterview and other method are used to conduct field research of some typical regionsin Jilin Province, thus obtaining the real data.The following four conclusions are obtained in this paper: first, the number ofimpoverished people in Jilin Province and the national poverty standard are offluctuant increase for recent years and the poverty severity is hidden by thepreviously low poverty standard. Although the government of Jilin Province hascontinuously carried out poverty alleviation activity in the past10years, the fact thatthe average annual income of rural impoverished people cannot support the basicsurvival highlights that the poverty problem in Jilin Province is not optimistic.Second, there are four major problems in the poverty alleviation anddevelopment in Jilin Province: continuous increase of impoverished people, weakcapital control ability of impoverished people, low utilization efficiency of povertyalleviation fund and prominent repoverty problems, which essentially constrain thesmoothness of poverty alleviation and development in Jilin Province. There are3reasons for such problems: unsound poverty alleviation mechanism design, large gapof rural poverty alleviation fund in Jilin Province and lacking of environmentalconditions for poverty alleviation, which are directly related to the insufficientpoverty alleviation and development design in Jilin Province.Third, the strategy design of poverty alleviation and development in JilinProvince is the most effective way to solve the problems in the poverty alleviationand development in Jilin Province. Considering the actual situation of povertyalleviation in Jilin Province, it is only required to conduct systematic design from theorganizational system, operation mechanism, external environment and regulation ofpoverty alleviation and development, so as to promote the smoothness of poverty alleviation and development in Jilin Province through the systematic and innovativestrategy design of poverty alleviation and development.Fourth, to ensure the smooth strategy design of poverty alleviation anddevelopment in Jilin Province and promote the orderly development of future povertyalleviation and development, the following four constructive works should be donewell: highlight the construction of the organizational system of rural povertyalleviation and development; realize the high-efficiency operation of povertyalleviation and development strategy; emphasize the construction of the externalenvironment of poverty alleviation and development; and accelerate the constructionpace of the strategic regulation of poverty alleviation and development.
