| In recent years,China’s urbanization has been speeding up.The situation caused the imbalance of land urbanization and population urbanization development and the severe hampering of the process of integration of urban and rural construction and social economy scientific development.So in the background of new urbanization strategy with people oriented,after years of experiments of "people linked to land" in Henan province,China issued " the implementation opinions on a scale of urban construction land expansion with the population absorpti of mechanism of agricultural transfer of settled in the quantity" in October 10th of 2016.The policy is implemented in the nationwide.On the basis of general situation of policy and measure,the anthur selected Anyang as the study area in this paper to clarify the hook situation and existing problems through the scale measure.Firstly,combining with general situation of Anyang,especially focusing on the present research situation and existing problems of population and urban and rural construction land of Anyang,it came to the conclusion that it is necessary for Anyang to carry out the policy of "People linked to land".Next,the anthur chose a total of ten years of data as basic data,from 2006 to 2015.And the anthur used measurwment system to predict census register population and census register population urbanization rate in Anyang at the end of the 2020.The anthur calculated from the above data agricultural transfer in Anyang city town to absorb population of 483195 people,the total area of 41042460 m2 of new construction land demand on "people linked to land",the theoretical supply construction land area of 154524950 m2 and the real supply construction land area of 51470600 m2 on "people linked to land" at the end of 2020.And the result has the extremely significant difference between city districts(counties).By comparison,the results fully meet the needs of "people linked to land"of Anyang on new construction land.The remaining indicators of 10428140 square meters can provide other areas by land transaction market.On the whole,the coefficient of "people linked to land" of Anyang is 1.25.Anyang belongs to the supply area of "people linked to land" of Anyang,and link potential is not big.From the situation of districts(counties),they can be divided into two levels:the need area and the supply area.There are a total of three belonging to the need area in each district and county area and a total of six belonging to the supply area in each district and county area.Talking about the size of the calculation process and results of the "people linked to land",the author found five problems:1,the household register population urbanization rate is away from planning requirements,and implementation is difficult;2,the gap of theoretical supply and real supply of construction land is larger,the meet of the future demand becomes more and more difficult;3,urbans expanse rapidly;4,there are many remaining indicator as a whole;5,the standard of newly-increased construction land of urban residents population is too thick.Finally,to solve these problems,the paper proposes relevant reasons and policy recommendations. |
