The Research On The Obstacles And Solutions Of The Energy-efficiency Rehabilitation Of Existing Buildings In Wuhan

The energy efficiency in civil building is very significant. In our country, the percentage of the energy consumption in building is increasing annually. It's 27.5% of total energy consumption, and it'll be up to 35% in 2020, to influence the development of economy, the pollution of environment and the quality of residence. Hence, to improve the efficiency of civil building energy consumption and advance the energy efficiency in building are very imperative. The thermal rehabilitation of existing buildings is one branch of energy efficiency in civil building. It can coordinate the two purposes of the rehabilitation, including both reducing energy of consumption and enhancing quality of residence.This paper clarifies some related concepts and significance of the thermal rehabilitation of existing buildings at first. On the basis of reviewing the corresponding researches, the paper describes the tendency of building-energy management in China, and focuses the problems and possible solutions of the thermal rehabilitation of existing buildings in Wuhan. There is an advanced system, including policy measure, market machine, financial ability construction and public awakening, supporting building energy-saved and energy-efficiency project in the developed countries. However, China lacks these operative measures, and the gap between china and developed countries has widened. As to Wuhan, the problem lies in three aspects: the laws and regulations lacking strength, the market mechanism (including financing channel) developing slowly, low-awakening of energy-efficiency. Hence, the paper highlights the suggestions from the following three aspects: in government, market and public. Government needs to make the regulations more detailed and operative, to perfect the norm system, organization management and supervision, and to put in fiscal support and government -purchase preference. Market may accept and prompt the Energy Management Contract, viewing as a new financing mechanism; and found building energy estimate system and encourage construction technology and material innovation. Enhancing public awakening has many ways, for example, establishing local information centre and multi-media training program.
