| The performance management of government sector has becoming an important concept and tool in recent years in worldwide, which can promote the innovation of government. Quality and Technical Supervision Section (QTSS) is directly under the control of government and it has the function of executing the law. QTSS, as a department that is in charge of in controlling products quality, setting up standard criteria of all industries and managing special equipments, plays a more and more important role in the development of local economic and society. For these reasons, the research on the performance management of QTSS has the significant in both practice and theory.This paper first summarizes the background, development and status of performance management research and the theory and method of performance management in government sections and reached a conclusion that it is feasible and significant for QTSS to implement performance management.Secondly, through hackling the functions and responsibilities of QTSS system, analyzed the performance appraisal case in QTSS of H province, find out the problems of performance management system. To achieve the target of cutting down administrational cost and improving productivity in these departments, a performance model for them based on KPI and other feasible tools was established.Thirdly, according to the characteristics of QTSS, such as complicated function and inconsistent management system, bring forward a new viewpoint that a classified appraisal should be carried out in QTSS, i.e. according to the characteristic of different department of QTSS and the its affection on the target of the whole section, divided the index system of performance evaluation into to kinds: the assessment index and the guidance index. The emphasis of daily evaluation will be the assessment index; toward the guidance index, some microscopical guidance will be given to it.At last, implementing steps to carry out performance management in QTSS was designed and prospected a positive developing direction for them. |
