Have a great impact on the quality and technical supervision work on the social and economic development. As an important regulator of the market economy, and it play the role of quality and technical supervision of the quality bad or good, directly reflected in the economic and social development to promote or hinder. Factors of quality and technical supervision function involves many aspects, therefore needs to carry on the reform to improve and standardize the quality and technology supervision administration behavior in many aspects. Gansu Provincial Quality and Technical Supervision Section(QTSS) supervisor in our province quality, measurement, food safety, certification and accreditation, standardization, is directly under the body exercise of administrative law enforcement functions, under the Gansu Provincial Institute of metrology, Standardization Institute of Gansu Province, Gansu province product quality supervision and inspection center, Gansu province fiber inspection Bureau, Gansu Province boiler and pressure vessel inspection and Research Center, Gansu special equipment inspection and Research Center, Gansu provincial quality and technical supervision, publicity and education training center, Gansu Province Quality Audit Center, Gansu province food quality supervision and inspection center directly under the9institutions and14States, directly under the mechanism of the government of Gansu province. At present, take over the Gansu Provincial Quality and Technical Supervision Section(QTSS) is the performance appraisal model combined with the target management responsibility system, in the daily management, Gansu Provincial Quality and Technical Supervision Section(QTSS) for performance appraisal organizations through objective management method.It’s not difficult to find out the actual operation, the performance appraisal method of current Gansu province Quality and Technical Supervision Section(QTSS) has to work has played a certain role, but the performance management system has not been really set up. In the system, some local government sand all sectors of society to the departments of quality and technology supervision work is not fully affirmed, thinking the function does not perform in place, this is and performance management are inseparable, in view of this situation, consideration should be given to the performance management into the quality and technology supervision system management mode, especially the construction to included in the provincial level of quality and technology supervision department, establishing performance management system with the departments of quality and technology supervision characteristics, consistent with its functional characteristics, in order to improve the quality and technology supervision department management level and the overall performance.
