The Research On New Relationship Between Government And Enterprise In Fushun Municipal

Fushun has been the "Coal Capital" of China, as an traditional industrial base, Fushun has made great contribution to new Chinese economic system construction. Since thirty years of refoming and openning up, the economic development of Fushun city relatively lag to coastal areas because of the fetter of traditional planning economic system. Along with the transition of Chinese economic system from planning economy to marketing economy, Fushun as the follower of reforming, its relationship between government and enterprise has appeared obvious gradual characteristic. Alomg with growing out of nothing, from infancy to maturity,from participate state owned reforming to issue share on stock of private enterprise, the relationship between government and enterprise(hereafter refers to as government and enterprise relationship) has changed from simple to normal, fromGeneral to specialness, from specialness to complex. Through the reasearch of relationship changing between Fushun government and enterprise, this paper refracts the changing trends of relationship between Chinese government and enterprise, taking historical investigation and internatinal comparation of the government and enterprise relationship as reference, on the bases of some basic concept of limiting the relatinship of gonvernment and enterprise, observe the change of gonvernment function and the way of establishing modern enterprise system, utlise some theory of PEST and SWOT, analyse the process of government and enterprise from simple to complex, revelate the double character of government benefit to decide the specialty and complexity of government and enterprise relatinship, illustrate the set up of new type government and enterprise relatinship will pass through the creation of government system and marketing economy with Chinese character.
