The Study Of Harmonious Relationship Mode Between Government And Enterprise From The Perspective Of Governmental Regulation

In this period, our country had elementarily transformed from Planned Economy into Market Economy. But for the government, how to carry out the national economic high-efficiency management under the Market Economy condition is still a historic task. Governmental regulation is a subject which studies how to restrict, interfere and manage microeconomic market main body by the market mechanism base on some rules, which it is an inter-discipline between Administration and Economic. Governmental regulation is a microeconomic means of managing economy relative to the macroscopic management and the two means complement each other. The study of Governmental regulation not only does something with the consummation of the Socialist Market Economy System, but also directly concerns the role-positioning of government, the study has important theoretical and realism meaning for implementing and consummating governmental economic function in the new period.In order to study government regulation and the relationship between government and enterprise based on governmental regulation, the thesis uses method of comparing and method of factor analysis. The thesis uses the comparative method to analyze character of the mode of relationship between government and enterprise in western countries, which could provide a reference to similar to establish a new mode relationship between government and enterprise in our country. The thesis also explains the historical starting point of Planned Economy from the point of view of Genetic, the economic development model under government-promoted, the global background after China entrance to WTO, the special administrative behavior pattern and the effect of NGOs by the factor analysis method. Based on analysis of these factors, the author puts forward the new mode of relationship between government and enterprise.On the basis of studying and drawing on predecessors abundantly, the author also strives for making several breakthroughs on some aspect. For example, the author bring forward the question of the congestion of interaction between government and enterprise, that is to say, which is possible the congestion factors to the interaction between government and enterprise, and because of these factors is the organizational characteristics for conflicts of contradiction, in some degree, the contradiction is could not be avoided, is the aspect which could not be reconciled.Based on generalizing the theory of governmental regulation, the thesis discusses relationship of government and enterprise, further analyzes role-positioning and how to set up harmonious mode of governmental behavior pattern. The thesis consists of three parts as follows:The first part reviews generally theoretical problem concerning governmental regulation. The main content is definition of government and enterprise, and their roles and functions under Market Economy. And then, the author discuss of"market failure"and"government failure", which could logical derivate the necessary of regulation. The second part reviews the developing process of relationship between government and enterprise in our country, and three important theories—the Public Interest Theory of Regulation, the Section Interest Theory of Regulation and the Theory of Public Choice, that influence on governmental regulation greatly, as well as the present situation of government regulation, Finally, the author summarize the congestion of interaction between government and enterprise.The third part put forwards the mode of harmonious interaction between government and enterprise on the perspective of governmental regulation. Firstly, the author carry out comparing method, study the mode of relationship between government and enterprise in the main western market economy country; therefore the author applied method of factor analysis, analyze five factors concerning government regulation.In New Era, the mode of governmental regulation and the relationship between government and enterprise is unprecedented changing in our country, the most important is how to formulate and implement the public policy. However, the thesis doesn't carry out deep research on the problem, which is also author's effort direction in the future.
