| Since the reform of road maintenance system at the end of 1999, the road construction enterprises used to be public service unit with operating characteristic in Anhui Province has become into making its own management decisions and taking full responsibility for its own profits and losses. "The Highway law of the People's Republic of China and "The Bidding Law of the People's Republic of China" were executed on January 1, 1998, and January 1, 2000, respectively, and they promote the road construction market fair, open, and increasingly competitive. Anhui road construction enterprises face pressure and test for survival, development, and the market competition is very intense. It is urgent for enterprise managers and policy-makers to strengthen management, improve economic efficiency and enable road enterprises healthy and sustainable development. Using Scientific and perfect performance assessment system for enterprise evaluation play an examination of the role of business activities, which becomes a very important means to strengthen enterprise management. This paper analyses the present situation and existence questions of Anhui road construction enterprises management, on the basis of exploration for scientific, reasonable and integrated index system for enterprise performance assessment. It gives a summary of assessment system which meets demand for the local road construction enterprises performance evaluation. We use "the analytic hierarchy process" to determine the weight for each index of the evaluation system. We have selected five road construction enterprises in Anhui as representative samples to analyze and compute each target value. Using the method named "the expert advice process" to the sample enterprise's target value to study the normal value of the local road construction enterprise operating performance.We also have established the model of assessment system of for Anhui road construction, and the index system has been put into practice. |
