With the diversified trend of market demand and the constant intensification of international competition, organization must make quick reaction to environmental complexity and indeterminacy for obtaining dominance so that organization could get more development against market competition. Time is key to make quick reaction. Hence, organization design should be time-based competition.So this article introduces the strategy of time-based competition and correlative concept, including time competition, organization structure, innovation organization, studying organization and so on, and by analysis this concept finds their relativity. Combined with actual company condition, research finds many concept study the reason of corporation low efficiency which is relative with time. Hence, this article innovative introduces time competition strategy concept into organization structure design which should be based time strategy. This article deeply analyze the exterior and interior embodiment of time-based competition strategy. The embodiment of exterior is frequency of product innovation to make quick reaction to market and timely date of delivery to send product into consumers as soon as possible so that achieve consumer value maximization. The embodiment of interior is that deploy resource which product and operation need to achieve maximization of utility. This article also mention organization structure revolution need noticing some factors in design organization structure to adapt time competition strategy, including function and department design, centralization of state power and decentralization of authority, management class and management extent, organization confine, management scope. And bring forward some demands for organization structure to time-based competition strategy, including consumer value maximization, barrier in running process, no septum in department management, being good at quickly studying, win-win. And combined BPR, narrate BPR principle , step, and tell the demand of organization structure by BPR. At last, build modularized organization structure model which has single full-business module and support-module. Various modules would be competitive and cooperative so that could improve corporation efficiency and ability to against risk. Only in this way, could corporation get more predominance in competitive market.
