Study On The Planning Of Ship Transportation Organization Of Heilongjiang River System

The shipping system of Heilongjiang river is the essential important component of the network of traffic and transportation of the Northeast China.It is not only play the role of the linking of logistics between inland and frontier, and to prompt the economics along the river, but also have great importance that cannot be replaced by other transportation mode to the developing of Export-oriented economy of Northeast China ,to the aid of international corporation, to support the construction and safety of frontier.The planning of vessel's organization of Heilongjiang river is an important part of the shipping system's planning of Heilongjiang river; it has great meaningful to the developing and popularizing the excellent and energy-saving ship , to replace the old and out of date ships, then achieve the goal of ship's Standardization and universal step by step; it has great meaningful to the developing of advanced Integrated barge transportation and to the improving of the indicators of ships and fleet such as safety, economy, energy-saving and efficiency; it also has great meaningful to establish a river-to-sea Technologically-advanced and reasonably-constructed ship fleets to adapt the demand of the developing of national economic.Guided by the significant strategic decision of vitalizing the northeast China old industrial base brought forward by the Central Committee of the Party, the economy of Heilongjiang province appears the strong power developing, and the inner foreign trade volume of cargo shows a rapid growth, the traffic "bottleneck" of the northeast China has become an obstacle to the development of national economy .All these, have brought forward new call for the shipping planning of Heilongjiang river system, and also have brought forward new challenges to the ship organization. Searching a shipping organization planning program whose technology is feasible, economy is rational, energy conservation high-effect boat and ship has become the key problem.This paper mainly contains five parts: the first part based on the analysis of the data of the domestic and international shipping planning, determines the direction and methods of this research; the second part, through the collection of data on the present and future of Heilongjiang River ports, waterways, the ships, the shipping environment and the Heilongjiang's economic and social development, so as to make a full analysis of the Heilongjiang River systems; the third part first use the OD model to forecast the Transport amounts between every two ports of Heilongjiang river system, and through this amounts and the condition of the ports and waterway, typical routes are selected as the base of planning, and then design several primary organization planning program to every typical route, and measure these programs by a series of technical, economic indicators; the fourth part use Much index system valuation method to evaluate every primary program based on the indicators of the third part, and analysis the Sensitivity of every program when freight rates, shipping costs, fuel prices change, finally choose a best program based on the theory of decision-making system; the fifth part, on the base of analysis above, put forward a series of recommendations and suggestions to prompt the shipping development of Heilongjiang river.
