The period of recent 20 years is a rapped development phase for China electric industry. The total power generation capacity has gotten a large increase by now.Electric construction companies have built many domestic projects but rarely in abroad in the past long term of planning economic. Overseas EPC experience was obtained by only few top companies in recent years. Along with the decrease of number of domestic power projects, the competition become violent, shorter duration and lower profit makes management measure the simplest. The application of modern management method becomes superficial.In the field of progress control, though network schedule theory was widely known, and Gantt chart schedule normally be made in most projects, but progress was controlled based on time estimation instead of calculation. To enable progress calculation, a unitive parameter should be generated according to quantitative physical work load.First, this article studied the difference between overseas international companies and domestic companies. The successful practices which some famous western companies have been using were learned. The article analyzed the main problems happening in progress control in power construction industry. It also described the study purpose and study content.Secondly, it analyzed in detail the problems met in quantitive progress control and the measures to taken. A parameter named work load point (WLP) was introduced to become a unitive quantitive unit.Thirdly, the article studied the work quantity and WLP value for project engineering, procurement and construction. The guide line was given for WLP distribution for each work phase.Fourthly, the article studied the calculation model for engineering, procurement, construction and total project. A guide line was also given for the system's necessary conditions such as requirements to Gantt schedule, data sheet preparation and coding, work procedure and organization. Besides, the application instruction was also given.Finally, the article proved the feasibility and effectiveness through the application of the system in CSPC Nanhai Petrochemical Complex Steam and Power Project.Following conclusions can be gotten through the study: The quantitive progress control method is necessary and feasible in electric EPC project. And the preparation works for schedule data, application plan and organization is important.
