Enterprise performance evaluation is a key issue in every economic system and a hot spot in the business management of modern companies. The intrinsic logic of the development of the corporate performance evaluation is the enterprise's core capital changes. In the 21st century, human capital has become the core capital of enterprise , and intangible assets has become the enterprise's competitive edge. In the "new economy" period the traditional financial performance evaluation system has certain limitations, for example, financial indicators have the character of lag behind, can only reflect the performance of the past, can not revealed factors or causes of the performance improvement , can not predict the future performance of enterprises; the traditional financial performance evaluation system do not attach importance to non-financial factors and it is not conducive to management and decision-making; for the lack of strategic goals and business ties, prone to short-term behavior, traditional financial performance evaluation system can not be applied to meet the need for strategic management. The traditional enterprise performance evaluation system which reflects the logic of physical capital and financial capital must be reformed and innovated.In this article,with certain methods such as standard research method, comparative research method, the systemic research method , the actual investigation method and other research methods, and on the basis of the analysis of limitations of the traditional financial performance evaluation system,the author used internationally advanced performance evaluation mind and concepts such as the Balanced Scorecard and performance Prism for reference, combining it with the important and pressing problems in enterprise performance evaluation in our country, and built up enterprise strategy performance evaluation system based on the requirements of stakeholders. The correspondingperformance evaluation index system was set up. The author advocated the application of the Delphi method of qualitative research and the level analysis of OR research to solve the weight distribution of the performance evaluation indicators. Application of the test in the case enterprise showed that the performance evaluation system had obvious advantages.The main contributions of this article are as followed:1. This paper combines the performance evaluation system to the management strategy, divides the strategic objectives into six specific objectives such as human resources and management capacity, customer relations, social contribution, technological innovation and the internal operation. Accordingly the author set up enterprise performance evaluation index system so that the enterprise performance evaluation system can become the effective implementation of the strategic management tool.2. This paper uses the EVA indicator as the core enterprise performance evaluation indicator and combines the creating shareholder value to organic integration of corporate strategy. It both can highlight the creation of value-oriented of performance evaluation system to associate the corporate strategy and operational activities with the enterprise value and can link up performance evaluation and incentive system to form a complete control system.3. This paper makes stakeholders such as shareholders, customers, suppliers, employees, government, social and other public enterprises be included into the strategic goals so that the enterprise performance evaluation system not only can reflect the interests of shareholders, but also can take into account different groups of stakeholders' need which is also of importance (for those on their own,) Therefore while getting benefits from the stakeholders, the enterprise can pay attention to the satisfaction of stakeholders.In short the enterprise strategy performance evaluation system based on the requirements of stakeholders integrates strategy and business practices into value creation, and highlights the main line of management, i.e. "value creation - the strategy -reflection and evaluation - assessment and encouragement", to achieve the effective integration of management system. It constitutes a comprehensive enterprise performance evaluation system.On the one hand, the innovation of the performance evaluation system reflects the change of the business core capital from physical capital and financial capital logic to the human capital logic and the change of the management from the organization of the material capital campaign to nurturing the core competitiveness .On the other hand ,it reflects the changes of enterprise performance evaluation from highlighting the result evaluation to the process evaluation; from giving attention to short-term performance evaluation to the long-term sustained growth performance,; from only concerning the interests of shareholders to those of the wider stakeholders of the enterprise.
