Study On Path Of Building New Socialist Countryside In Zunyi

The rural area of Zunyi prefecture has made a fast development in its economic and social fields since the policies of reform and opening to the outside world. Especially in recent years,under the guidance of "three import documents", the scientific concept of development proposed by the Central Committee of the CPC and the State Council, which governs the economic and social development in both urban and rural areas, and the spirits of building new socialist countryside and enhancing the three issues of the rural, the farming and the peasant put forward by the Fifth Plenary Session of the Sixteenth Central Committee of the CPC, Zunyi witnessed a remarkable change in its farmings. It must be noted that, however, being weak in rural infrastructure and rural social undertakings and having wide urban-rural income gap, the agriculture and rural developments of the current Zunyi are still in the difficult climbing stage. So the important and arduous historical task for Zunyi in its developing progress of industrialization and urbanization is how to deal with "the three issues", and to achieve the sustainable development of rural area of Zunyi.It is necessary to give full play to the function of spiritual civilization and strengthen the building of spiritual civilization in rural areas.This paper, after giving a general description of the actual situation and characteristics of the new, rural construction in Zunyi prefecture and drawing lessons from theories and experiences of the rural development of domestic and foreign countries, first makes an analysis of the problems and social constraints of Zunyi in the process of new socialist rural construction. And then it aims at presenting a theoretical guidance for the construction of new countryside of Zunyi through the discussion of the ideology and ways for its future development from the material and spiritual civilization.This paper mainly consists of four parts. Part one is the introduction of the whole, in which the research backgrounds, research significance, research contents and methods, main theories of domestic and foreign countryside construction are presented. The second part inroduces typical experience of the new countryside construction in and outside of our country, in which experience of "New Village" in South Korea, "Building Movement" in Japan and the 5 new rural construction in Anhui,Shandong,Jiangxi and Henan provinces of China are examined. Part three makes an investigation of the problems and social constraints of Zunyi from two aspects of the general conditions of its social and economic development and the new rural construction practice. The last part is the discussion of the correct ideas and measures employed for the construction of new countryside of Zunyi in view of its difficulties and problems encountered from the illumination of domestic and foreign countryside construction.And make an analysis of material and spiritual civilization on the important role of the new rural construction.
