It has been 14 years for Shandong Airline to keep operating safely since Dec. 26, 1994. In these 14 years, the scale of company keeps extending, only one "Yun 7" aircraft at first, by now the company has 30 B737 aircraft and 7 CRJ aircraft. As a transportation service company, Shandong Airline always insists "Keep safety primary, Keep flight normal, Keep service outstanding". The company keeps the safety flight record since founded. However, as the scale is extending, the flight punctuality rate has been a puzzle for company. Especially this year, the flight punctuality rate highly declines, and passengers' complaint increases, which impact the company identity.Flight punctuality rate is an important factor to evaluate airlines' service level. Development and particularity of industry determine that Shandong Airline must insist the management idea that quality is the key of victory, pay much attention to satisfaction of customer and keep service quality improving and enhancing. In some sense, satisfaction of customer determines if Shandong Airline can continue developing, and is a key factor to judge if Shandong Airline has core competitive power. Hence, this article will research Shandong Airline flight punctuality rate strategy by detailed data analysis and practical work experience with advanced quality management theory.There are 7 parts in this article:Part 1 is introduction. This part introduces that flight punctuality rate has been the focus of passengers, flight punctuality rate is a mean to improve the airlines service level. At present, flight punctuality rate has been the bottleneck of rapid development of Shandong Airline, and increasing punctuality rate has been the critical problem.Part 2 reviews the cognition process of flight punctuality, summarizes research of flight punctuality rate. This part reviews development phase of quality management, points that performing entire quality management is an effective way for airlines to increase flight punctuality rate. Part 3 simply reviews the general situation of civil aviation of China and Shandong Airlines, pictures the future development of civil aviation market of China and Shandong Airlines. This part analyzes the flight punctuality rate of civil airlines proclaimed by CAAC, especially analyzes the factors impacting flight normal, flight punctuality rate has been a puzzle of all airlines.Part 4 fully analyzes flight punctuality rate of Shandong Airline. There is long distance in flight punctuality rate between of Shandong Airline and proclaimed by CAAC. This article will look for the factors impacting flight normal by analyzing the factors impacting flight normal, flight delay time, flight condition of airports, connecting flight and base initial flight punctuality, to put forward the strategy.Part 5 combines former analysis, points existing problems in flight punctuality management of Shandong Airline, and supplies causes for performing entire quality management, increasing flight punctuality and improving service level.Part 6 exert quality management methodology with author's experience to put forward Shandong Airline flight punctuality rate strategy and point the problems that should be concerned as increasing flight punctuality rate.Part 7 is tag. At present Shandong Airline is performing service brand stratagem. To supply service quality beyond passengers' expectations, Shandong Airline must improve service level and enhance core competitive power by scientific management, integrating company resource, advanced information technology, improving personnel skills and increasing flight punctuality rate.
