Study On Law System Of The Forest Resources

Currently China is exploring the reformation of forest property system. It is the core of every forest's policies. It is the important source of releasing forest productivity that reforming the forest property system. So far, Chinese forest industry develops slowly and is lack of effective protection to forest resources, which is directly related with the current law system of the forest resources. There exists the disadvantage of unclear ownership, implicit responsibility and right in current law system of the forest resources. The implicit division of property, usage and management right lead to the implicit division of right and responsibility of the owners, users and managers, further make them hard to exercise their responsibilities and support their own right. Then, that obstruct the healthy development of forestry. The paper is to build up a modern forest property system that can meet the requirement of the market economy and"can offer a clear ownership, proper management, a clear cut of responsibility and right, can protect the interests strictly, operate smoothly and inspect service efficiently", which is based on the analysis of law system of the forest resources.
