Study On The Rural Operation Mode Of Forest Property System Of South Collective-forest Zone

Reform of collective forestry property rights system is developing widely through the whole country. According to these several changes of forestry property rights system , its format has great meaning in directing other area to reform its forestry property rights. This paper chose some special places to study in Fujian province and Yong'an town, which is very representative. This paper is based on the forestry property rights system theory and the community forestry theory. After the deep analysis of the change and cause of the vicissitude process and its initial cause of Hongtian's forestry property system changes, it's demonstrated that the reformation acts well .While building the operation model of the forestry property rights system in the south collective forest area in village, it's also can draw some conclusion about: (1)the adjustment and balance of interest is the foundation of the forestry property rights system, and we should be pay high attention on this item; (2) decision-making democracy is an very important way for forestry property rights system to run smoothly, and we have to stick on it;(3)most of the elites in village are country leaders, and they have significant effect in forestry property rights system operation, therefore, we have to supervise and guide them;(4) Forest management is the important carrier of the effect of the south collective forestry property rights system village operation, and it should be improved.
