With the development of economic globalization and the arrival of knowledge economy & after-industrial stage, the Chinese enterprises have faced greater challenge and impulsion with weak management basis in every field. The performance management which is the core of the manpower resource system has been become one of the most important tool for the enterprise to achieve competition advantage. The performance management requires the erzhong group company asting branch to dig the potential of the employees so as to improve their performance; the final purpose is to improve the performance of the asting branch by connecting the employee's personal objective with the stratagem of the asting branch. When the enterprises establish their performance management system, they should consider not only the theoretical advancement& structural integrality of the system but also adaptability of the system, which is in consistent with the development of the enterprise from the view of the enterprise stratagem. This thesis has researched the design issue for the performance management system by connecting the actual situation of the enterprise and from the view of the theory for the performance management on the basis of the development stratagem of the enterprise. In this thesis the writer raised his own method and steps for the above-mentioned issue and have done this work:Firstly through analyzing the theoretic status for the performance management both at home and abroad, the writer highlight the extreme importance for the enterprise to carry out employee performance management system so as to realize the strategic objective of the enterprise.Secondly by connecting the development requirement of the enterprise and actual situation of the strategic orientation & performance management the writer has analyzed and diagnosed the performance management in the enterprise.Thirdly the writer has established the performance management system for the enterprise and designed the performance index. The strategic objective has been broken down from the layer of the finance, customer, and internal business flow as well as the layer of study and growth. The analysis of the work for the flow of department and employee post has been carried out to establish the performance index for the key outstanding achievement.Finally the writer decided the examine scheme for the enterprise performance and designed the performance examine period, examine procedure and results feedback, and the writer raised the key factor of the complement and assurance for the performance management.
