China’s financial market has been fully opened gradually after joining the WTO.Facing the competitive foreign Banks, China has to adapt to the great challenge to improve itsoperation and management which is the critical element of the future pattern of China’sfinancial sector. Commercial Banks as the main body of the financial sector plays animportant role in the financial industry through the capital financing. In2014, china will facethe complex situation in the economic level which includes both the advantages anddisadvantages. In international level, some developed economies such as the United Statesand the UK’s economy will recovery, which undoubtedly produces certain impact to domesticfinancial sector and the banking industry. Our country is adjusting the structure of economyand finance at the same time. And the economic downward pressure is bigger and all of thisbecome the resistance to the China’s banking industry. Regional commercial Banks is not easyto gain a position in such a fierce competition of the domestic and international banks.Because there are some differences in the domestic and abroad financial market environmentand it also has great influence on the regional economic development, some local commercialbank has big difference in assets, profitability and anti-risk ability to other banks. Especiallyafter the marketing of interest rate and the appearance of Internet-finance, a lot of banksinstitution expand obviously and the fierce competition increase. So it is very important tomake a scientific and objective evaluation to the regional commercial banks.Performance management is a management tool has been applied in many large andmedium-sized enterprises, and both of them achieved good effect at last. The balancedscorecard as one of the methods have become the core part in human resources managementsystem in some big enterprises. But now the bank of L’s performance management is not fullyapplied the theory in fact, and compared to the state-owned commercial Banks, joint-stockcommercial banks and foreign banks,the bank of L still need deep exploration. This papertakes the bank of L as an example and research its performance management systems andanalysis of its performance management problems. Based on the balanced scorecard performance management system we creat a new performance management system. The topichas the very strong practical significance to the regional commercial banks.
