During the whole process of project investment control, once the investment decision is made, the key of cost control is in the design phase. But in the practical works, because of the neglect of cost control in the design phase and the lack of deep researches on cost control measures and regulation, the phenomenon of cost overrunning widely exists in the construction process.According to this phenomenon, an integrated set of controlling notion and methodis systematically brings forward in this paper. Theories of quota design, VE, LCC have been applied to illustrate how to control the cost in each design phase(Schematic Design Phase, Design Development Phase, Construction Document Phase) .In this part, the VE theory is applied into the allocation of total value in quota design, and the VE,LCC theories are also used to optimize the design. At last, this paper brings forward the countermeasures and suggestions of improving the cost control during design phase.By studying the cost-controlling within the procedures of exploring real estateprojects, the writer hopes that real estate exploring corporations can find some usefulreferences while they manage and control the costs of projects.
