Although the tendency of economic globalization becomes more prevailing and obvious, the distribution hasn't developed into balance. Industrial cluster as an effective mode of industrial spatial organization, not only distributed in the developed countries, but also massive exist in developing countries, has become the important way of enhancing regional economy and local competitiveness.The use of research results achieved success in guiding practice, but it has led to the misleading at the same time, such as blind development of districts and industrial zones. Often in an industrial zone, there are wide ranges of industry categories, and enterprises that merely present as geography proximity are lack of close relationship between each other. Those attempts not only had little function for regional economic development, but also caused a tremendous waste of resources. This thesis defines this kind of phenomenon as Unrelated Exogenous Enterprise-Spatial-Aggregate (UEESA).Through re-understanding of industrial cluster and research of UEESA on its characteristics, connotation, genesis, it is expected to find the way of industry zone's transformation so that it could enhance local economy furthermore.First, this thesis has carried on the brief review and the evaluation to the domestic and foreign correlation theories research results, and proposed a new concept of Enterprise-Spatial-Aggregate (ESA), while issues have been discussed for the boundary of ESA and correlation-degree. Also it introduces factor-analysis approach to the main research points on industrial cluster and its genesis, and draws a conclusion that it is the effective agglomeration of critical factors that brings industrial cluster's formation and advantages.Furthermore, it defines the concept of Unrelated Exogenous ESA (UEESA) and gives its genesis though mathematic model based on angle of local government and enterprise. It describes a feasible UEESA's difference-based adjusting method of factor-agglomeration.Finally, it analyzes the constraint condition of UEESA's factor-agglomeration and proposes some corresponding countermeasures.
