Migrant Workers And Peasants Of Chongqing Shapingba District' Services And Management

With the reformation of rural economic system and adjustment of the industrial structure, rural migrant labor force to seek survival and development has been in the process of China's modernization inevitable social phenomenon. Which promoting the adjustment of agricultural and rural economic,speeding up the development of the urbanization and urban and rural integration process. Which made great contributions to the urban economic and the development of social. Due to the status of migrant workers inconsistent with professional, made them in the status vulnerable groups of the city,who run into unfair treatment on employment opportunities,social security,education,political rights,and other.As a municipality,Chongqing has, the characteristics of a medium and the less developed provinces, which was approved as a national coordinating urban and rural integrated support reform pilot area in 2007 especially, how to effectively solve the problem of services and management of the farmers .and to reconcile social risk which influence rapid and coordinated development of economic and social, it is an important issue about speeding up the integration of urban and rural development of Chongqing.Firstly, this paper reviews the theory of social governance,to expound the content of innovation and characteristics of social governance, and to analysis the environmental factors on the social governance innovation, which is based on to bring up innovative ideas of the social governance,working out the cost of governance reasonable and controllable, choosing the Integrated and systematic tools of governance, shaping governance capacity mature and stable , establishing concept of governance effective and scientific, improving the governance mechanism appropriate and systematic.Secondly,this paper analysis status of migrant workers of Shapingba district, summarize the various issues of them , it including the social management, employment development, children, education, social security and cultural life of farmers, and so on.Finally,to probe into measures of innovation of social management about migrant workers of the Government of Shapingba district ,it shows that the significance of social governance of government, enhancing social governance capacity and the level of public services,coordinating class group interests, promoting the harmonious development of society,accelerating the process of the urbanization of urban and rural, achieving the overall development of urban and rural,safeguarding the rights and interests of farmers and promoting the social fairness and justice.
