At this stage, we should consider more that through taking a measure of interoperability, can not only solve the problem of employment of farmers lost their land, but also solve the problem of rural surplus labor transfer for many years. Now, I raise an idea for grass-roots government to solve the problem. Generally, it can devided into three parts: Fristly, through the urbanization help the farmers who lose their land in the edge of the city to the employment solve the question of employment. Secondly, vigorously develop modern agriculture and promote agricultural economic development, which led the overall employment. Thirdly, through urban and rural development which will achieve economic integration. The main idea is to develop modern agriculture. In agricultural employment, it absorbs the internal pressure, prompts rural secondary and tertiary industries, master the modern-related knowledge and skills to improve the farmers'adaptability in industrialization and urbanization. On one hand, it's in favor of surplus labor force in industry transition from the agricultural industrialization to industrialization, then to the tertiary industry to service industry transition; on the other hand, it's in favor of surplus labor force in the transition area from rural areas to small towns, then to the city.The research results of this article is mainly line with local conditions to bring the ideas to solve the problem which last for a long time. The basis agriculture industry is fully reflected the importance by the recent "international food shortages". So, in order to effectively improve the land-expriprated farmer employment, it is necessary to combine the focus of state development and advantages of farmers. And the development of modern agriculture has become an inevitable choice. At the same time, through the development of modern agriculture, improving rural secondary and tertiary industries supporting the development as well as to farmers and rural residents and urban communities to learn all aspects of the development which makes a strong push forward the modernization construction and improve their own quality, and promote industrialization and urbanization development coordinated.
