Chinese demand for oil has constantly grown on since it became a net importer of oil in 1993. On the other hand, the major transport channel for oil importing will be easily blocked and controlled. In order to ensure oil security, the sources'diversification of supply of oil will be a major strategic decision-making that China has to encounter. Central Asia, which is the world's third-largest oil storage area, as a close neighbor of China, not only has abundant oil, but also is very important in the geopolitics. Central Asia should becomes Chinese foremost oil cooperation partners. At the same time, Xinjiang is the most important oil production base and a major thoroughfare on land of national energy security in the future, and the geographical proximity, the complementarities with one another in economy, the same nation and the openness of the policy have made it foundation for the oil cooperation.The strategic oil cooperation between China(Xinjiang)and Central Asia will conduce to develop economy in Chinese west and Xinjiang, safeguard Chinese oil security under the new situations and steady energy situations and political situations in Central Asia. Therefore, the study about the strategic oil cooperation between China(Xinjiang)and Central Asia is indispensable and significant.This paper is just based on the above background.Firstly, it expatiates on the necessary of oil cooperation between China(Xinjiang)and Central Asia and conditions on oil resources in Xinjiang and Central Asia. It analyses the snatches for oil in Central Asia from the major countries, the imbalances of oil supply and demand in China, the problems of oil importing and the favorable conditions for oil cooperation with Central Asia. Then it draws a conclusion that oil cooperation between China and Central Asia is the primary strategic choice to ensure oil security.Secondly, it discusses the quo about oil cooperation on the oil resources exploitation, pipeline construction and project construction and considers that the oil cooperation, despite some breakthroughs, is still at a start-up phase on the whole. On this basis, it analyses the strengths, the weaknesses, the opportunities and the threats in the cooperation with SWOT. In other words, it analyses roundly the various factors which impact oil cooperation between China (Xinjiang) and Central Asian.Then it cites five patterns on international oil cooperation and the advantages, disadvantages and the application of various patterns, analyses the predominance and the deficiency of the patterns which are used in oil cooperation between China (Xinjiang) and Central Asia now. And according to the above analysis, it puts forward compounding of patterns for the oil cooperation between China (Xinjiang) and Central Asia in the future from macro and micro cooperation.At last, according to the above analysis, it gives some measures and recommendations for the oil cooperation from national macro-level and enterprises micro-level, especially focus on Xinjiang's role in cooperation. These measures and recommendations will provide a scientific basis for accelerating Xinjiang as a important oil production base and a major thoroughfare of national energy security and making policies about the strategic oil cooperation between China(Xinjiang)and Central Asia by the government.
