The electrical industry is the fundamental industry in national economy. In all times, due to the particularity of product, the inadequacy of competition among this industry makes the scientific management system renewed slowly. With the progress of reform for electrical system and austere challenge, more and more problems are exposed under severely competitive environment. As one member in the industry, in order to keep in the successful place under severe competition, the electricity-generating enterprise has to enhance its competitive advantage by means of adapting itself to requirements for market development and reforming the internal management mode.Firstly, this dissertation analyzes the actualities in electrical industry. The author reckons that lack of competitive advantage hurdles enterprise' s development under rather austere competitive environment. Meanwhile, the author presents a viewpoint that the management of human is the emphasis in overall management. Resulting from the good settlement of human resources, many problems in enterprises can be solved.Secondly, taking Z electricity-generating plant by firepower for example, the dissertation researches on and reforges performance management. The Z plant is the backbone in southern electrical net. Due to the gradual progress of the policy (that is the separation of generating and selling electricity ; only after price competition can electricity be conveyed to net) and rapid development of firepower technology, confronting the situation that engine sets with high parameter, large capacity and high automation are put into production in other plants, Z plant has lowered some advantages and encountered more and more pressure. Some problems in management, especially for performance management are exposed on the basis of strategic development target set by Z plant. The dissertation reforges the system for performance management by means of balance marking card. The system can combine prospects with mission and practice, connect enterprise' s interest with individual interest. As a result, the enterprise can enhance its competitive advantage and rapidly adapt itself to external environmental changes.Finally, the dissertation presents the main researching results as follows:The balance marking card is a method to comprehensively evaluate the long term strategic target for enterprises. Meanwhile, in the angle of value and stratagem, it is a managing system which can evaluate and guide the performance of departments and staffs in order to make correct decision and fulfill the strategic value for enterprises.Although the card is applied in some enterprises, due to the particularity of this industry, it is mostly applied theoretically in electrical industry with low practical value.Taking Z plant for example, the dissertation researches the reform of performance management on the basis of balance marking card. It is a tight combination of fulfillment of strategic target and usual practical work in enterprises. In addition, it is a successful combination of theory and practice. The dissertation has filled the vacancy for practical research of balance marking card applied in electricity-generating enterprises and provided useful reference to other enterprises in the same industry.
