The use of scientific methods to strengthen the performance management is a necessary means for modern enterprises to grow around the world, many scholars and enterprises have made a great deal of very fruitful contribution in terms of performance management, performance management theory and new methods continue to emerge, the empirical test in the operation of enterprises.High tech enterprises as a new enterprise form near a stage of rapid development,play a more important role in our national economy. But the current high-tech enterprise performance management is still not achieved good results, the most important reason is the lack of a suitable for China’s high-tech enterprise development characteristics of performance management tools.High tech enterprises are in urgent need of practical performance management system in the development of operation. But the traditional performance management methods mostly focused on the financial evaluation index, while the non financial indicators, not fully evaluation and strategic development goals together. These performance evaluation methods are not adapt to the development of high-tech enterprises need. The balance scorecard in succession based on the advantages of traditional performance management tools,pay more attention to the non-financial indicators, the evaluation result is more comprehensive, this paper combined with the characteristics of high tech enterprises in China, as a tool to construct the performance management card using the balanced scorecard, designed a set of high-tech enterprise performance evaluation service system.The study based on the performance management of high-tech enterprises of domestic and foreign literature, starting from the basic concepts and methods of performance management research, traditional performance management tools for high-tech enterprises adaptability, extension, use the Balanced Scorecardperformance management is necessary for high tech enterprises. Then, analysis of China’s high-tech enterprises in the performance management level and deficiencies, and make a detailed study on the causes of the problems, the balance is a good way to solve the problem of performance management in hightech enterprise scorecard. Then, combined with the characteristics of performance evaluation of high-tech enterprises, from the financial, customer,internal operation and development of learning in four dimensions to build the evaluation index system, scientific evaluation index and handle the weight of all levels using AHP. Finally, discuss the strategy of L company to ensure the BSC system operation.
