As an important part of human resource management, enterprise staff training is paid more and more attention by enterprise superintendents. Many enterprises regard it as a strategic action for the future sustainable development of individual staff and enterprise, as well as an important means to gain comparative advantages in the fierce market competition for enterprises. However, in the specific enterprise training, the effectiveness of training is affected and is doubted due to various reasons such as the existence of these and those disadvantages and deficiencies, which is the confusion faced by many enterprise training.Based on the training demand analysis theory, project management theory, implementation management theory, learning organization theory, the training management system and construction theory based on structure, ISO 10015 standard and learning organization and so on, this article aims at the problems existing in the training management in China Mobile Group Guangdong co., ltd. Huizhou Branch, with the use of data analysis, interviews, system analysis, cause and effect, proportion analysis and other methods, establishing a training management system for China Mobile Group Guangdong co., ltd. Huizhou Branch. The system is composed of 3 sub-systems, 14 modules from the level of resource, institution and operation. The 3 sub- systems include the resource system, the institution system and the operation system. The 14 modules include training environment, training management structure, training content, training way, study map, training teachers, training funds management system, training records management system, internal teacher management system, training stimulation management system, demand analysis management system, training project management system, training implementation management system and training appraisal management system. This system is highly specific, practical and feasible to promote the personnel training for China Mobile Group Guangdong co., ltd. Huizhou Branch.
