The human resource is acting more and more important role for enterprise in theera of knowledge economy, and also is the the fundamental of enterprisecompetitiveness. How to use human resource effectively and the efficiency and abilityof creative and apply the knowledge and information are the fundamental factors to thatwhether an enterprise is competitive or not.The human resource should enhancemanagement and development to attract and keep talents,inspire the staffs's enthusiasmand potential, to enable enterprise in the competition of the initiative and gainingmomentum.This thesis focus on Tianjin railway human resources problem, basing upon theactual needs of the application of human resource management and development theoryand using system analysis methods with scientific and religious attitude and integratedifferent character between railway industry and state-owned enterprises to analysisinsufficiency in planning, recruitment, training , payroll, performance appraisal, andthen in accordance with three steps of "changing management concept–developingRailway Office of Human Resources Management programs– exercising andimplementing detail management programs at the subsidiary company"to proposemost of solutions from different level.This thesis start from theory methods and compare with current extensive use ofvarious assessment methods to design different level performance appraisal programfrom railway office to subsidiary company and from subsidiary company to eachworkshop and department and as well as different types of staff. The payroll system isdesigned to serve enterprises from the human resources management overalldevelopment strategy, through the reform from payroll system to keep stable workforceand continuously improve qualified professional staff and inspire initiative, enthusiasmand creativity.
