This paper analyzes the current situation of Tianshui Qinzhou rural cooperative bank on current human resources, and human resources management. Through surveying, compering and analyzing, there comes many problems which are existing in Qinzhou rural cooperative bank. Finally, combining the basic theory of human resource management with the actual situation of Qinzhou rural cooperative bank together, and based on the six modules of human resources management, there comes up with some advice to solve the problems that are existing in the process of reforming and developing in Tianshui Qinzhou rural cooperative bank.This thesis concludes:(1) the problems which are existing in human resource management of tianshiu qinzhou rural coperative bank: the backward ideas of human resource management; the weak structure and overall quality level of human resource management; the irrational use of human resources which causes a great waste; the inadequate training mechanisms and the poor training effectiveness; the lack of effective performance payment; the unreasonable compensation system.(2)the reasons for the existence of the above-mentioned problems of human resources management major: the unreasonable hiring policy which makes the problem that the employees are ill-educated and have poor knowledge on computer; the imbalance in age of employees which makes elder employees accept new idea and concept difficultly; the unfair hiring policy which makes human resource waste.(3) Although the bank has taken many measures to solve the problems above-mentioned. However,if the bank want to change the current situation and have a historical leap, it should reform from the flowing aspects. The bank should change the hiring policy, which is from in-house to out-house, to improve the culture quality and technique level. The bank should upgrading the training system to improve the ability of develop new business line. Now, Tianshui Qinzhou rural cooperative bank should pay more attention to the training system, for example, enriching the training contents, and especially in improving the training efficiency. Well, in performance payment, the bank can built a new encourage system and examination index which are based on the diversity of every position and are proper for the content and property of every position. Every person in the bank should obey the system and the leaders should keep the appraisal fair and justice. Employees pay is the price what a labor shouldget, and the recognition of staff. The payment system in Tianshui Qinzhou rural cooperative bank is unreasonable, which is disjointed with the practice of laboratory,performance payment and the employees’ education, which makes the excellent employee has low payment while the ordinary employee has a high. Therefore, the bank should consider many aspects, such as reflecting the employees’ ability,motivating the employees, retaining the talent and having competitive function when it built a new system.(4)The following security measures should be taken by Tianshui Qinzhou rural cooperative bank to promote the development of human resources management. That is to optimize the organizational structure, establish the human resources department; establish an effective employee involvement mechanism; the implementation of human resource management informationization.
