In the business organizations, knowledge workers are the mainstay of innovation and their innovative activities determine the innovation results of the whole organizations.It is a worth studying problem that how the Chinese enterprises obtain competitive advantages in the fierce international competition. To deal with this problem, Chinese enterprises have to face some other problems, like how to face the challenges of economic globalization, seizing the opportunity and innovation, seeking support for innovative and effective structure and process.This paper seeks to come to innovation-oriented and knowledge-based staff management model through a detailed and in-depth analysis of traditional staff management model. Combining the actual situation of knowledge staff management, it hopes to help Chinese enterprises to build new management model so as to conduct innovation process management.Through the research of knowledge staff management model, this paper hopes to provide a better knowledge-based staff management model to deal with practical problems in the international competition.This paper is divided into five chapters: Firstly we simply introduced the background, the significance, the purpose of this paper. Then we reviewed the knowledge economy, staff management and knowledge-based staff management, and other related theories as the theoretical foundation. In Chapter three, we discussed how to build knowledge-based staff management model and the new model should be innovation-led and focus on corporate culture and organizational atmosphere. We came to the implementation measures of the new model, including a knowledge-based staff resources planning, knowledge-based hiring staff recruitment, staff training knowledge-based examination method and the knowledge-based incentives and other staff. In the fifth chapter, we take 3M as a case of how to management the enterprise knowledge staff. Finally, we came to the conclusion of the main thesis research conducted into perspective.The innovation point is: combining the innovation with knowledge-based staff management, we suggest the new knowledge-based staff management model and made practical countermeasures for the model.
