A Study On The Operating Mode Of Home-Stay Tuirism

Recently, with the development of civilization, the conversion of tourism demand and the construction of the new socialism countryside, home-stay tourism domestically has come into a new stage of rapid development. However, the situation varies between different areas. Of all the restrictive factors, operating mode is the key factor, and it even determines the success of the of development home-stay. Studying on the method of root casual analysis, the writer find that the root casuals are the short of natural endowments, the improper choice of operating model, Government's lack of attention and the absence of management. At present, home-stay tourism operating model are naturally formed, there are blindness in the selection, so the research is necessary.Operating mode is a series of pattern or method about how to reach the goal or gain profit through the integration of product element and the utilization of organizational and managerial means. As for the operating mode of home-stay tourism, it mainly includes who is in charge of operating, how to operate and how to divide responsibility, power and benefit among different stakeholders. There are still several problems existing in the field of rural tourism operation: lacking of integration planning consciousness; low-level operation and management: the ambiguity of power and responsibility: disintegrating restrict mechanism. All of these factors will influence the healthy and sustainable development of home-stay tourism.This paper analyses the stakeholders which are related to the operation of home-stay tourism and the operating mode of home-stay tourism systematically using the methods of contrast, analysis, case study and so on. Home-stay tourism operating model is based on the theory of property rights theory and theory of stakeholders. The form of the property rights of home-stay tourism is divided into a total of the form of property rights, private property rights form and mixed form of property rights, it has also resulted the diversification of the operating mode of home-stay tourism. The stakeholders related to the construction of home-stay tourism operating mode include rural community, governmental institution, tourism enterprise, tourist, public, non-governmental organization, co-operator and rival and so on.Home-stay tourism operating model in practical application to be bound by the laws and regulations, the impact of the local government, home-stay tourism investment capital nature and structure , the district in which the development of the tourism industry, the development level of socio-economic, the degree of market mechanisms , the requirements of the local community development and the local residents , and so on.Based on the property rights theory, stakeholder theory, and with the analysis of operating situation and stakeholders, this paper puts forward several typical operating modes: self-determination operating mode, "corporation + owner" mode, holistic leasehold mode, "community + corporation + owner" mode, country corporation mode, "five-interactive" mode and so on. It is obvious that these modes will change with the situation changing. In chapter 6, it offers three case studies about Luxiang, Wangshan and Tianlong, which introduce the successful implementation of the operating mode. And it is recommended that different areas would better choose the operating mode according to their own conditions.The conditions of this nine modes are same. Home-stay should be managed on their actual conditions, and should not be blindly applied. A reasonable and effective mode of operation can be weakened or even to fundamentally eliminate these negative factors. I believe that leasehold and holistic leasehold mode and the comprehensive consideration of all the stakeholders of the "five-interactive" operating mode, and the shareholding operating mode will go further.
