Theories concerning government procurement studies are nowadays relatively mature. However, those theories from the perspective of performance evaluation are still in its infancy. The existing studies on performance evaluation of government procurement have gradually changed their perspective from basic problem analysis and solution proposition to index setting and methodological exploration. This paper attempts to analyze current studies on performance evaluation of government procurement, to systemize basic theories concerned and to build a relatively sound performance evaluation system of government procurement.This paper is composed of three parts:The first part presents a review of basic theories related to this thesis. This author analyzes the notion of government procurement system and summarizes the components and procedures of this system. In response to the existing problems in the operation of this system, this author suggests performance evaluation as a solution. This author also argues for the feasibility of performance evaluation of government procurement through a review of the notion and characteristics of government procurementThe second part focuses on current studies on performance evaluation of government procurement. This author tentatively explores the theories of practices of the existing performance evaluation of government procurement, summarizes its characteristics, and conducts theoretical explorations in light of these problems.The third part involves the construction and improvement of government procurement performance evaluation system. This author systemizes the related theories and points out that in the construction of such an evaluation system, index design is a key issue. This thesis puts emphasis on evaluation index design and aims to establishing a comparatively complete system of government procurement performance index from several different perspectives.
