Research On Financial Operation From The Perspective Of Recycling-based Economy

Recycling-based economy is operated according to the zoology law and practice the recycling and high efficiency of the use of resource. Now many countries have begun to explore the construction of the recycling economy and society. In the third plenum of the 16th CPC Central Committee in October 2003, Chinese Communist put forward the scientific concept of development which brings the recycling-based economy in, pointing out the forward direction of China's economy development for the future. That is, vigorously developing the recycling economy to establish a resource- saving society, to improve the quality and efficiency of the economy development and to promote the sustainable economic development. Recycling-based economy gave a fundamental solution for the conflict between environment and development for a long time. The idea of development is of great usefulness for reference of financial operation, and brings new inspiration for finance to embark on the road to sustainable development.This paper is just an attempt to exercise the concept of recycling economy into the financial operation. This paper began with the review of development of the development theory and the era status we are facing, followed with analysis and comprehension of the scientific concept of development. Then I researched respectively the development and essential of the recycling-based economy and green finance, pointing out that recycling-based economy is the application of the scientific concept of development in economic domain, while the green finance is the application of the recycling-based economy in financial domain. Exercising of the concept of zoology and sustainable development makes the recycling-based economy and green finance distinguishing from the traditional economy and finance. However, the exercising of the recycling-based economy in green finance is just limited to the financial support for guiding resource and allocation optimizing. It needs to dig and utilize the abundant theoretical connotation of the recycling-based economy. So after that, I educed the feasibility and inevitability to fully apply the concept of recycling-based economy into the financial operation through analyzing the relationship between the real economy and the fictitious economy. And then I particularly expatiated on the constitution of the system of the "generalized green finance" from the perspective of the recycling- based economy, exercising the concept of the recycling-based economy into the financial operation respectively from two aspects: three hierarchies and 3R principle. I proposed the recycling system of financial operation which combine the "economy-finance" complex system and improve the recycling utilizing efficiency of the financial resources. In the end, I expatiated the material measure to carry out the concept of the recycling-based economy to achieve the purpose of financial sustainable development and recycling development, respectively from the narrow sense of green finance which is the superficial application of the recycling-based economy in the financial operation and from the "generalized green finance" which is the profound application of the recycling-based economy in the financial operation.
