Applying ISO 9000 Standards In University Management

With the continuous development of science and technology, increased universities competition and the internationalization of higher education, the traditional management method has been difficult to deal with the increasing complexity of the issues of the higher education. In this background, ISO 9000 standards has been introduced to the university management. In China, since 1990s, many researchers have committed to discuss how to improve the university management using ISO 9000 for reference, and some universities introduced ISO 9000 standards. In recent years, despite the influence of ISO 9000 as a method of management in Chinese higher education growing, the fact is the application research is very rare.This article uses the analysis of the literature, case studies and other research methods, and on the base of the systematic description of the ISO9000 standards; explores the meaning and methods to university management in theory; then verifies the value of theoretical analysis through the description and assessment the process and results of building ISO 9001:2000 standards in X school of X university; at last, on the base of the aforementioned study, discusses the necessity and feasibility of the application of ISO 9000 standards in university, and raises some questions needed to be resolved.Research shows: I. The building of education quality system by ISO 9000 standards in education management in X School of X University is feasible, but not necessary. II. The ISO 9000 standards of X school can standardize the teaching management system, improve the sense of responsibility and quality of the teaching managers and teachers in education services, but may hinder innovation in teaching. III. The application of ISO 9000 standards in X school can contribute to achieve the objectives of management, but not the objectives of education. IX. The Cost-benefit of the application is unsatisfactory.In response to these findings, this article put forward the following suggestion: I. the essence of ISO 9000 standards and its value to university should be understood accurately, simply copying or imitating the ISO 9000 standards to build the education quality management system is inappropriate. II. The university should determine a reasonable method to introduce the ISO9000, that is, to learn the main ideas of ISO 9000 standards, and highly concern about the specificity of teaching and its management, following the law of education development, to reflect the purpose of enhance the value of higher education. III. The introduction of ISO 9000 standards should be careful, and be concerned about the cost-benefit issues and the integration between the ISO 9000 standards and university management system.
