Through the market that can improve the efficiency of public services supplement. however. considering China's national conditions and the status of the supply of public services. it make our country can not rely completely on market to provide public services. As a result. he third sector can be a good help in some areas which government and market can't play. it brought some hope to the "government failure" and "market failure". However. there are some problem in the third sector such as spontaneous. non-controllable and so on. Thus, we believe that the Government and the market should come forward to provide public services to help third sector . Therefore it is important to explore one public service supply mode which suits China's national conditions. it is also has a very important theoretical and practical significance.
