Tourism is an important industrial sector which is closely linked to the economy, culture, society and harmonious environmental development. The World Tourism Organization estimates that China will become the largest destination country for tourists and the fourth tourists export country in the world by 2020. In the past few years, the tourism industry in China has been developing very quickly, and has become one of the new economic growing points with the greatest potential. Compared with neighboring provinces and cities, the tourism industry in Jiujiang City has not been fully developed under a market mechanism and is therefore falling behind in terms of tourism resource utilization, tourism development strategies, tourism industrialization, industrial chain, big tourism service groups.This thesis starts with the background of fast tourism industry development both in China and abroad, making use of the basic knowledge and methods of strategic management, tourism economics, industrial economics etc. Taking into consideration the reality of the tourism development in Jiujiang , it analyses in details the inner and outer factors which affect the tourism development, the advantages and disadvantages that Jiujiang City is facing as well as the opportunities and challenges ahead. It puts forward the strategic goal and development strategy for the tourism development in Jiujiang with own comments on the implementation of the strategy. Besides, this thesis emphasizes the importance of setting up a brand-new idea of big tourism by way of making full use of the rich tourism resources and fastening the course of tourism industrialization in Jiujiang, so as to achieve the new transition of tourism industry and realize a double goal, i.e. changing the tourism products development from point to area, the regional tourism development from old to new, the market development from inside to outside, as well as the project construction from sightseeing journey to holiday journey. Only in this way can we realize the transfer from tourism resources advantages to tourism economy advantages, the management from decentralization and unitary business to centalization and industrialization, the tourism increasing mode from quantity expansion type to quality and benefit type consequently. As a result, Jiujiang is to be developed into a back garden for tourists from coastal areas in China and a big garden of traveling and relaxation for people all over China and abroad. By then , tourism will become a new pillar industry in the whole economic development for Jiujiang.
