The Research On The Construction Of Ecological Small Town In Less Developed Central South

Besides holding plenty of surplus rural laborers, alleviating pressure of cities' population, economizing arable land, adjusting rural layout, developing rural market and accelerating rural economic development, small ecological town can enhance the comprehensive quality of rural population, optimize environment and promote the sustainable development of rural economy, society and environment.Some problems existing in less developed central south area were discussed, The measures of small ecological town construction in the less developed central south area were brought forward, such as science programming, reasonable layout, quality improvement, industrial structural adjustment, characteristic and preponderant industry development, circulating economy development, arable lands protection, environmental infrastructure construction, forestation construction, clean energy development, the combination of town construction and characteristic features, ecological environment consciousness enhancement, ecological residential environment construction.According to the scientific connotations and the basic principles of building assessment system of small ecological town, the assessment system towards small ecological towns of the less developed area was established. This system includes three levels: goal level, systematic level and index level. With fuzzy AHP comprehensive evaluation technique, fuzzy comprehensive appraisement was carried out for ecological environment construction of small towns in Xupu county, and the results show that Chenguang town is better in the comprehensive ecological aspect; Longtan, Qiaojiang, Shuangjing and Tan Jiawan town are better in the natural ecological aspect; Chenguang town is better in the social ecological aspect; Chenguang, Jiangkou and Dizhuang are better in the economic ecological aspect. Small towns in Xupu County are worse in the comprehensive ecological aspect, and their economic ecological index and ecological index are lower than natural ecological index. The major factor of obstructing small ecological town construction in Xupu County is the undeveloped economy.The situations and problems were summarized, the scale of grade was forecasted in small towns of Xupu county, and the space layout system of Xupu was confirmed, which is "a horizontal and one longitude "and "one core and three points ". According to the fuzzy analysis results of ecological environment of small towns in Xupu, the following development patterns were advisable, namely regional central pattern, comprehensive development pattern, ecological tourism development pattern, industrial enterprises pattern and ecological agriculture industrialization pattern, industry and trade combination pattern. Based on natural environment, ecological environment and bearing capacity of Di zhuang town in Xupu, the ecological layout of 4 groups with one core one axle one line was put forward, and the specific construction measures were obtained including ecological net system, sustainable ecological economic, public building,ecological community program, ecological environment protecting, pollutionadministration, green land construction, public infrastructure construction and land utilization.
