E-banking is a new kind of service in the bank on the basis on the development of the Internet. As the appearance of the Internet and the development of the IT, in recent years, the service of e-banking in our country developed fast. As the famous bank with history of nearly hundreds of years, the service of e-banking of Bank of China develops fast, though there is still a certain distance with the pioneers in the same field.With the gradually creativity and perfect of the function and the service of e-banking, a most important issue that Bank of China is facing is how to accelerate the development of e-banking and increasing the competitive strength.The article put forward the opinion that establishing perfect e-banking Evaluation and Excitation Mechanism of Business Performance is the inner motive power of healthy and rapid development and put forward the important forming factors of the system as well as the detailed state of the establishing ways.The article contains 4 chapters, altogether 10 sections In the first chapter, the article put forward the main forming factors of the Evaluation and Excitation Mechanism of Business Performance of the e-banking and at the same time states the important premise of establishing the e-banking service of Bank of China—the cognition of the strategic value of e-banking. The article put forward that as long as the leaders know about the important strategic significance and strategic value that e-banking has on the whole development of the bank, they can ensure the right orientation of the Evaluation and Excitation Mechanism of Business Performance.We dissertate the important strategic value of e-banking from five aspects. The first aspect is the importance of promoting the core competitive strength of e-banking on the bank. The second aspect is the important value of the transformation of bank outlets that electronic bank has on banks. The third aspect is the important value of increasing composite income. The fourth aspect is the important value of the management of the creation of products and customer relationship that e-banking has. The last aspect is the important value that e-banking promoting service efficiency and transforming style. By the state of the important value of the e-banking's service, the article lays a certain foundation for the establishment direction of the Evaluation and Excitation Mechanism of Business Performance. The goal of establishing Evaluation and Excitation Mechanism of Business Performance of e-banking is to know about the strategic value of e-banking enough,locate and evaluate the e-banking service strategically,and guide the development accurately and promote its healthy development by performance appraisal and efficient encouraging measurements. According to the train of thought,the article chooses the factors consisting of the Evaluation and Excitation Mechanism of Business Performance:scientific evaluation way;accurate and perfect examination way;efficient encouraging measurements. The three aspects mentioned above consist of unite and organic system of Evaluation and Excitation Mechanism of Business Performance;meanwhile,starting from the three aspects, analyzes the weak part on the evaluation of e-banking's service and examination and encouraging system.The second chapter states the first important part of Evaluation and Excitation Mechanism of Business Performance of e-banking carefully. The evaluation includes two aspects: the first aspect is the strategic evaluation,by which we can locate accurately for strategy;the second aspect is the evaluation on the comprehensive value of e-banking,by multi-attribute quantification comprehensive evaluation,the article elaborates the metering method that e-banking service contributes,which offers relative evidence for Evaluation and Excitation Mechanism of Business Performance.During the strategic evaluation of e-banking,we use the relative theory and ways of"combined matrix". There are three main tools:"BCG Grow-Share Matrix—Growth-share matrix";lifecycle matrix analysis;environmental analysis by synthesis SWOT,and we conclude that the e-banking service of China Bank is facing an excellent opportunity for development,so its strategic location should be developed actively,and should be assisted strategically during the development.In the comprehensive evaluation of e-banking's service, we classify the comprehensive evaluation of e-banking scientifically. We divide the benefit of e-banking into three kinds: direct benefit;indirect benefit;deriving benefit. Combing with real situation of e-banking, we do quantification for every kind of design procedure of benefit efficiently.The third chapter states the second important part of Evaluation and Excitation Mechanism of Business Performance——"Examination Ways". The writer thinks e-banking service is the important part of whole service of the Bank of China and the examination on the service of e-banking can't separate from the performance management of the whole system of the Bank of China;therefore correct and scientific guiding for e-banking of the Bank of China in the performance management of the whole system of the Bank of China is very important;at the same time reasonable examination of service, scientific design(KPI)are also important to guide e-banking service to develop healthily and rapidly.The whole performance guide includes three aspects: the first, in terms of balance scorecard finance dimensionality, it shows the guiding effect that performance management has on e-banking's service; the second, by working dimensionality in balance scorecard, strengthen the guide of development of e-banking's service; the third, the e-banking's income index of finance dimensionality may be entered into company's financing and personal financing to be evaluated. The core standard of e-banking's development in working proceeding dimensionality will be afforded by e-banking line, and will be strengthened in the line evaluation.In the evaluation of e-banking line, the evaluation power should be strengthened; meanwhile according to the strategic direction of service's development, KPI should be designed reasonably. The article thinks, at present The KPI of Bank of China should include: the deal of industrial International Bank, industrial International Bank storage number of clients, industrial International bank deal rate, new issue International bank BOCNET storage standard for personal client, personal International bank action rate index and the customs custody deal index of the International bank; meanwhile weighing of different index should be entitled reasonably.The fourth chapter discusses the third important part of Evaluation and Excitation Mechanism of Business Performance of e-banking——"encouraging system".At first analyzes the need of the people who are encouraged on the basis of encouraging theory and analyzes the"encouraging function"and"attenuated function",which lays theoretic foundation for the encouraging measurements of e-banking's service. During the discussion on encouraging measurements of China Bank's e-banking service, we discuss the orientation and important parts of the establishment of encouraging system of China Bank's e-banking service on the basis of encouraging theory. Firstly form leading sense of worth to strengthen the unity of organizational objective and personal objective;secondly performance appraisal and encouraging measurement should combine organically to spread encouraging system into grassroots financial institutions efficiently ; Thirdly perfect organizational structure and strengthen the sense of belonging and developing expectancy of e-banking.sense and on the basis of encouraging system, from multi vision and wide sense angle, discusses the orientation and emphasis of encouraging system used in current e-banking of Bank of China. One is to cultivate driving main point of value, strengthen the uniformity of organization and personal goals; One is the integration of evaluation, checking up and encouraging and spread the encouraging system to hypothallus group and practitioners; the last aspect is to perfect the organizational structure, strengthen the sense of belonging and anticipation of developing of e-banking's practitioners.
