The issue of housing security is one of the livelihood issues that China most urgently needs to solve.Entering the 21 st century,China has continuously promoted the construction of public rental housing and constructed a housing security system for urban residents that meets the needs of society.With the deepening of new urbanization,the supply of public rental housing in cities and residents' demand for public rental housing are continuously expanding.How local governments manage the use of public rental housing scientifically has gradually aroused public concern.As China's housing security system is still not perfect,some policies and laws are still not clear enough.The local government has not perfected the late-stage management of public rental housing applications,exits,and properties,making the allocation and use of housing unfair.Under the background of the 19 th Party Congress' s strategy of “meeting the people's ever-growing needs for a better life,continuing to promote social fairness and justice,and forming effective social governance and a good social order”,strengthening the management of the use of public rental housing has become an impetus to improve people's livelihood.New momentum to promote social harmony and stability.Based on this,this article starts with the functions and responsibilities of local governments,and uses social justice theory,quasi-public product theory,government intervention theory,Maslow's hierarchy of needs,etc.to analyze the problems and causes of late-stage public rental housing management.On the basis of previous research,we selected the typical area—Jingyang District of Deyang City,and collected first-hand information through visits to the municipal and district housing management departments' on-site investigations,periodicals,and statistical yearbooks,and elaborated on the details of Deyang City.The problems existing in the late-stage management of public rental housing in Yang District,and specifically analyzed the causes of these problems.Through the use of literature research methods,this paper summarizes the theoretical results of domestic and foreign scholars on the use of public rental housing management research.Through induction and combing,and in particular drawing lessons from Singapore and Hong Kong's advanced experience in the use and management of public rental housing,how to strengthen The use of public rental housing management,from the aspects of increasing the level of legislation,increasing the rewards and penalties for the withdrawal of public leased houses,strengthening the dynamic supervision of information,and improving the management mechanism of public rental housing,proposes some useful countermeasures for the management of the use of public rental housing..It is expected to provide useful help for the local government in the next step to better improve and implement the management policies for late-term use of public rental housing.
