The surface engineering construction projects of Jilin oil(gas) field are numerous and distribute large area. .The running process of these projects is complex. There are many advanced technologies, facilities Which are used in this field. In order to insure the essential safety of these projects and insure that the instrument runs efficiently, we need to enhance the management of oil(gas) field engineering quality control. The management level of engineering quality control improve recently. But there were many problems, i.e the sense of quality management was weak, the quality management system wasn't sound, the common false wasn't disappear.Although we always emphasize the thought of"the quality is the most important"in the process of project construction. But in fact we always find that most people only take the progress seriously and ignore quality control. At the same time, quality management didn't form system and routinization. Administrative order was more important than the process management of basic construction. The system of quality control wasn't perfect,the sense of constructors still was weak .Especially for the unit undertaking projects, they usually put most of attention in progress, not quality. They all hope to get production of oil or gas early. Because of the exist of these thoughts, many quality problems happened. Quality control as the important content is critical. Through quality control, the contradiction among time,quality and cost will be solved. The quality will be improved.The quality control of oil(gas) field surface engineering will ensure the quality through plan, check, adjustment, advanced facilities and technologies. The rule of quality control is"quality is the first". The construction quality is not only related with the usability and the cost effect, but also related with the people's safety. So in time, cost , quality control, we should always put quality in the first. The people's quality is the key to improve construction quality. The work level of workers must be improved. From workers to managers, the training is crucial. The duty of different units must be definited in quality control. Whicherver units should make the duty clear. They must make quality system files. In quality control process, every unit should try it's best to control quality according to the files which be made before construction. PDCA circle must be insisited in quality control .Plan ,Do, Check,Action are all be emphasized. Any item can't be ignored. Also,three phase control should be insisited. Pre-contol and process control are more important than post-control. Quality control relates with different departments and units. The organization is the key. The major department should formulate appropriate policy and supervise the policy's implementation. The contractor as the main unit which take the most of responsibility should draw up better system files and let every worker know how to abide by and practise . The supervisors should fulfill their quality control duty.This paper analyse the key points and problems of quality management deeply according to the theory of quality management ,combinating with the quality management practice of Jilin oilfield company. It takes further investigation to the quality management function and scope of different units that involve the oil(gas)field surface engineer construction. It raises concrete methods which can control the construction's quality . It also provides better guides and reference for all the people who are engaged in the quality management of surface engineer construction.
