With the advancement of technology and the continuous development of productive forces, economic globalization and regional economic blocs has become an irreversible trend, further deepening of international division of labor, which requires resources and the flow of factors of production are no longer confined to one country and a region, but globally optimal distribution of resources. At the same time, there is a greater superiority for the export-oriented economy than for the inward-looking economy,so in the contemporary world, the economic development of the countries on the world market dependence increased significantly than before. With the proposing of the "trade nation" strategy and "trade-led" strategy, the countries and territories which based on the world market can be optimized the allocation of resources in the world wide,it is in accordance with the large-scale production and the requirements of the international division of labor,so it can improve the production efficiency more quickly.Along with the integration of the international market and the globalization of economic activities, the international trade developing at an unprecedented rate.Port which as the sea-land transportation link points are the global supply chain hub,for international trade ports are the best combination of points,be charged with the resources of the international Circulation. The significant increases of international trade not only Promotes the development of port logistics, but also proposed a higher demand of the port logistics.Port logistics connecting a variety of transport is an important node of the inteigrated transport system of the modern logistics,is the largest cargo assembly point of integrated logistics supply chain, more than 90 percent of the world trade can bring about though the port.At the same time, the relationship between the development of international trade and port logistics is interdependent and mutually reinforced.International trade is the prerequisite and foundation of the emergence and development of port logistics,if there is no existence and development of international trade, the existence and development of port logistics can not exist.Port logistics is the necessary condition and supporting for the development of the international trade, the great efficient operation of port logistics can provide protection for the development of international trade as well, thereby can promote the rapid development of international trade.Port logistics which based on the port platforms is an integrated system carried on the logistics activities,it is a modern logistics industry in the forefront of developments, which has enormous development prospects.Port in the world economy and international trade takes a very important position and functions, therefore, all countries attach great importance to the development of port logistics.China is a large trading country, and port take a vital role in China's economic development and international trade, recognizing this, the central and all levels of local governments take great efforts building and assisting the coastal ports. However, although China's Port Logistics has its own unique advantages, but because of their late start, lack of guidance related experience,it has not yet established a complete development system. In addition, there are great questions for China's port, for example the infrastructure, the skill level and the forms of organization and so on,all that restricted the development of port logistics, reducing the competitiveness of port logistics. If do not think the improving and upgrading the competitiveness of port logistics,it will hinder the development of China's international trade, and will be a serious obstacle for the China's foreign trade sustained and rapid economic growth. Therefore,it is very necessary to study the competitiveness of port logistics from the perspective of international trade. The article is under this background to study the competitiveness of port logistics problem based on the international trade. The first part of the article introduced the domestic and international research Status and inadequate of the port logistics. The second part of the article discusses about the theoretical analysis of the mutual influence between international trade and port logistics, introduces the theoretical foundation of the mutual influence between international trade and port logistics, and defines the status and functions of port logistics in the modern integrated logistics system, analysis the mechanism of international trade and port logistics. The third part of the article mainly discusses the basic points of the competitiveness of port logistics based on the international trade, which including the modern new trends in the development of international trade, the international and domestic environment for port logistics developing of,and the connotation and influencing factors Of competitiveness of port logistics.PartⅣdiscusses the evaluation of the competitiveness of port logistics based on the international trade, after building the evaluation index system for the competitiveness of port logistics based on international trade,we use the fuzzy comprehensive evaluation theory and model to evaluate the competitiveness of port logistics.PartⅤis an Empirical Study takes Qinhuangdao Port which belongs to the Bohai Bay as an example, uses fuzzy comprehensive evaluation method to evaluate the competitiveness of Qinhuangdao port logistics, based on the analysis of evaluation findings we think if we want to enhance the competitiveness of Qinhuangdao port logistics there are two key fields to develop which are container transportation and port logistics strategic alliances,at the same time we put forward the specific countermeasures and proposals to enhance the competitiveness of Qinhuangdao port logistics.Through the empirical analysis we hope it can look forward to the development of other ports. In the last part it is a summary of the work we done in this article, including the limitations of this study, the envisaged and prospects for the further study.
