China's Financial Expenditure Structure Optimization Analysis Based On The People's Livelihood Perspective

We have got a great achievement in economic development since our country reformed and opened to the whole world. While at the same time, health care, housing, education and endowment are still difficult problems to be resolved for some people. Housing, education and health care cost so high that those have been regarded as the new "three big mountains." People have been asking for the government to address these problems increased since recent years. So therefore we must pay greater attention to the society construction, trying to safeguard and improve livelihood of the people and advance society organizational reform, expanding public services, perfecting social management so as to promote the social justice, while these all are on the basis of the development of economic.We have analyzed the development of our country's expenditure structure since opening and reformation, from that we can find the expenditure structure's existent questions. By introducing the successful experiences of the developed countries, we give some suggestions to build up the people's livelihood finance.By comparing domestic and foreign , integrating theory with practice, this article conducts the research to the expenditure structure optimization question, carefully examines China expenditure structure evolution path, judges the present expenditure structure evolution tendency, analyze expenditure structure's existent questions, and seeks the optimized adjustment of the disbursement structure to realize the plan. In the progress of achieving the optimized adjustment expenditure structure, we should try to safeguard and to improve the livelihood of the people.
