The issue of people's livelihood has always been a major issue in the development of society both at home and abroad.In recent years,the focus and orientation of China's policies are shifting to the protection of people's livelihood.However,the current level of social development and the stage of economic development are incompatible,making medical and social security,employment,housing and education increasingly important to people's livelihood issues.protruding.How to proceed from China's national conditions and concentrate on investing local people's livelihood fiscal expenditures in the basic,inclusive and holistic areas of people's livelihood to better exert the positive effects of people's livelihood finance is a realistic issue concerning the healthy development of China's economy and society.At the same time,fiscal transparency is also a hot issue in domestic and foreign research in recent years.The public has paid more and more attention to the structure,use and effect of fiscal revenue and expenditure.Governments at all levels in China are actively exploring and making efforts to improve fiscal transparency.In the process of advancing the modernization of the national governance system and governance capacity,finance is highly positioned as “the foundation and important pillar of state governance”.Fiscal transparency is not only related to the improvement of national governance,but also an important part of comprehensively deepening the reform of modern fiscal system.The prerequisite for doing a good job in the people's livelihood is to form an effective restraint mechanism.The fundamental point is that it can effectively supervise the government's fiscal behavior.As we all know,sunshine is the best preservative,and transparency is the best supervision.Throughout the literature,few scholars have conducted in-depth discussions on the relationship between fiscal transparency and local people's fiscal expenditures.Therefore,this paper hopes to study and clarify the influence mechanism and logical relationship of fiscal transparency on local people's fiscal expenditure behavior,not only to supplement and improve the theoretical results in this aspect,but also to develop the next step of the national financial construction from a novel perspective.The improvement of the modern financial governance system provides corresponding reference recommendations.This paper takes the balance panel data of 31 provinces(autonomous regions and municipalities)in China from 2006 to 2015 as a sample,uses the fixed effect model for regression analysis,and controls the province and time effects,empirically studies the fiscal transparency of China's fiscal expenditure on local people's livelihood.The impact of scale,and further explore the impact of fiscal transparency on the structure of local people's livelihood fiscal expenditure,that is,the impact on local major livelihood fiscal sub-expenditure.On this basis,the paper discusses the impact of fiscal transparency on local people's livelihood fiscal expenditures in different regions of China's eastern,central and western regions.Through empirical analysis,the paper draws the following conclusions: First,the increase in fiscal transparency will have a significant impact on the scale of China's local people's livelihood fiscal expenditure,and it is a positive promotion effect;second,fiscal transparency on China's local education expenditure,social security And employment expenditure,health care expenditure have a positive effect,but the significance of its impact may be different in different periods,which is the meaning of fiscal transparency on the impact of local people's livelihood fiscal expenditure;third,fiscal transparency Raising the investment that will promote local people's livelihood fiscal expenditure in the eastern and central regions of China,and the east is more significant than the central part,but it will not significantly affect the local people's livelihood fiscal expenditure in the western region.Based on the above research results,this paper starts from the reality,and proposes corresponding improved policy recommendations for the current deficiencies and problems.
