Research On The Optimization Of Fiscal Expenditure Structure Based On People's Livelihood

With the changes in the situation at home and abroad,the social concern has been focused on how to further solve the problems in the field of people's livelihood to achieve high-quality development,and improving people's livelihood was put forward in both the18 th and 19 th National Congress.As the key node that links government actions with social needs,the finance is the main approach to solve the problem of people's livelihood,therefore the governments at all levels have taken “ improving people's livelihood” as their top priority in fiscal work.In recent years,S City has conducted continuous growth in scale of finance expenditures and gradual increase in the financial investment in people's livelihood,as a result,the level and quality of the basic public services have been continuously improved.However,due to the factors such as historical problems in the past and local financial resources situation,there still exists problems such as the unreasonable finance expenditure structure,and gap between the expenditure for people's livelihood and actual needs.By reorganizing the expenditure items to optimize the financial expenditure and conduct a reasonable adjustment of the financial expenditure in people's livelihood including education,medical and health,social security and employment,and agricultural supporting,it can promote the resolution of social contradictions,thus improving the people's livelihood.This paper focuses on local finance,and conducts an optimizing study on the financial expenditure structure of S City on the basis of people's livelihood oriented by using the methods of empirical analysis,establishing econometric models,and other methods,so as to explore a scientific and feasible optimizing paths and suggestions.The paper systematically reviews the research achievements of scholars at home and abroad,rationally defines the related concepts of financial expenditure function and people's livelihood expenditure,etc,and scientifically combs the people's livelihood financial theory and optimizing theory of financial expenditure structure proposed by the scientific community.Based on the empirical analysis of the local finance of S City,it examines the development rules of financial expenditure,and summarizes the characteristics of the expenditure structure and current status of the people's livelihood expenditure items,to explore a reasonable proportion of the financial people's livelihood expenditure that is suitable for the actual situation in S City,and the problems and causes of the proportion as well.Finally,in view of the existing problems,by combining with the actual local finance situation and the related guiding theories,it rationalizes and adjusts the implementation ideas to put forward feasible suggestions of optimizing the financial expenditure structure on the basis of people's livelihood oriented.
